Was the purpose of "health care reform" to create a new tax and scare people into paying that tax?

First of all, I'm wondering how long Obama can keep getting on TV and denying this is a tax. Does he just get a completely free pass to continue lying about the nature of this bill??

Secondly, the IRS is basically admitting they don't have an enforcement mechanism (besides withholding tax returns). So then came the best quote from this story:

For those who don't qualify for a refund, a stern letter from the IRS can be effective, even if it doesn't come with the threat of civil or criminal penalties, said Elizabeth Maresca, a former IRS trial attorney who supervises the Tax & Consumer Litigation Clinic at the Fordham University law school.
"Most people pay because they're scared, and I don't think that's going to change," Maresca said.

Well, no. The penalty for not being insured was never really intended to be a tax - it was intended to fall under the commerce clause. It was a back-up argument that it was a tax. The intention is to get people insured, not to have them pay the penalty.

Well - you did ask what the purpose of the bill was. The purpose was not to make a new tax.

You need to read the Health Care Act. That part was just a bogus part of the act. it was not going to be upheld. But the Conservatives were so gung-ho on killing the entire bill that they took it before the US Supreme Court. It was the Supreme Court that declared it was to be a tax, thereby keeping the Health Care Act constitutional.

The tax is for those people who can afford to buy insurance, but refuse to buy it. If you have insurance already, you will not be forced to pay any of that tax. If you cannot afford to buy any insurance, you will not be taxed.

You need to stop listening to the sound bites put out by FOX and other stations and start listening to the entire speeches given by the people the sounds bites are taken from. That's the only way you can learn the real truth.

it is meant to scare people into not paying the tax and getting health care insurance instead.

Obama would love to call it a tax. if you call it so, then it represents the largest tax cut ever enacted for the middle class as they will have health care costs reduced.

No. It is to create a "water Empire" which is a choke point of control. Google it.
