What are my chances of getting into the University of Minnesota Science and Engineering program?

I'm a great student, but I scored a 24 cumulative on my ACT + Writing. I was sick the day I took it, so I was unable to focus, and I do plan on taking it again on September 8th. My math score was 28, English was 21, combined English and writing was also 21, reading was 23, and science was 25. What do you think I can expect to get the second time around? I am currently a PSEO student.

This year I went to Inverhills Community Community college full time. I achieved a 4.0, and I am going back for another year of PSEO now that I am a senior. I am going to meet all the class requirements, and will graduate high school with at lest 50 college credits. My overall GPA is approximately a 3.94.

I was in Academic team for 2 years, in which I placed third in a science bowl, which required me to show up at school an hour early for every other morning to study. I have been on the robotics team for one year at Apple Valley High School, where I was made Vice Captain. I was the so called "Architect" of our robots design. I am going back next year as the Captain. I plan on joining Science Olympiad next year. I am in the Honors Society known as PTK at my college, and I am the Vice President of Scholarship. I am heading the Honors in Action project, where I plan to run a technology fair to encourage kids in searching for careers that are STEM reliant. I also attended a Honors Institute at the University of Denver, where I obtained a certificate naming me a Honors Scholar. Before doing PSEO I was in honors math, science, and English. In honors geometry I scored 97.5% overall both semesters.

I hope it doesn't seem like I'm bragging, but I am very concerned that my ACT score will weigh me down. I really appreciate if anyone can give me any information on how I am doing, and whether or not I could be considered for the Science and Engineering program. I have an undying passion for Engineering. Please let me know how you think a college would look upon me even with and ACT score this low, and thanks for your thought filled response.
