What are property laws in California?

Well today my boyfriends dad was at home when a police officer arrived at their home claiming that his property was messy. However, they are paying for that property and they currently own it. Besides, their house isn't messy at all compared to both of their neighbors, Also, the police officer demanded that they have to cut their rosebushes down to 2 feet even though they aren't interfering with anyone else's property, do they have the right to do that? In addition, the police officer yelled at his dad because he didn't want to let him go into their home without a search warrant, he was claiming he wanted to see that it wasn't messy inside because it was against the law. When he refused the officer stated "Don't tell me how to do my job". Does he have the right ? Can anyone inform me and give me where i can find the home owner property rights in California just in case he appears at their house again? Thanks!!!

It depends on the city you live in, each city makes the laws.

OR they could just clean up the house.....
