Their main concern is whether they will actually be paid or if you are a scammer. No other concerns as the whole thing is apparently online

Just standard contract laws.

It is the same as hiring a plumber, mechanic, etc. -- except they don't charge you GST. You should have a contract which you both agree to, they invoice you for the work, and your pay them. They are not employers and you shouldn't refer to them as either employees or workers -- they are contractors.

As long as they are not working on your premises, they contract isn't open (i.e. set monthly pay), etc. then Canada Revenue Agency and Citizenship and Immigration Canada will not consider them salaried employee -- which require income tax deductions, permission from CIC through an LMO to hire foreign workers, etc.

The contract itself is up to you. Having a lawyer draft one is almost a must when dealing with software development -- you need to cover a lot of topics such as copyright laws, intellectual property, source code, physical security of the code, etc. and such a contract needs to be able to stand up in both Canada and overseas. You also have to consider that your contract is only as good as your ability to enforce it in another country. If you contract someone in India to develop software for you and they turn around and sell the same code to someone else or they "stole" ideas from someone else, a contract is useless if you aren't willing to go to India and file lawsuits.

internet "laws" (whatever they are) have nothing to do with payroll - you have to follow REAL world employment and tax law - probably for each country you deal with
