depends how you replied to the ticket, if you admiited the offence , the fine will increase and you can be arrested if you live in public housing (council housing) or are on benefits they might just forget it as you have no money but you will get points on your license

This varies in different states. In California, if you fail to pay a camera ticket, it automatically doubles and you are sent notice of this. If you still don't pay the ticket after the specified time period, then your license is suspended until you appear before a judge to answer the contempt charge and pay your original ticket plus court fines and various other DMV fees.

in the UK it normally ends with the bailiffs coming round and demanding money or your goods

You will get a summons to appear in court

If you fail to attend court they will come looking for you and are likely to be taken into custody

You initially get the NIP, (notice of intending prosecution)
and the requirement to confirm the driver at the time
with it is the offer to pay the basic Fine in a time limit (14 days)
after which it doubles

ignore that, and the (Court) prosecution continues with your presence expected.
if you fail to attend, expect to be found guilty in your absence,
and the other offence of not identifying the driver (you still needed to do that)
Add court costs, and failure to attend.

hence accepting the ticket and paying up is so much less work !
(though if you really think it was not you, you can say who the driver was OR ask for the photograph).
