You initially get the NIP, (notice of intending prosecution)
and the requirement to confirm the driver at the time
with it is the offer to pay the basic Fine in a time limit (14 days)
after which it doubles
ignore that, and the (Court) prosecution continues with your presence expected.
if you fail to attend, expect to be found guilty in your absence,
and the other offence of not identifying the driver (you still needed to do that)
Add court costs, and failure to attend.
hence accepting the ticket and paying up is so much less work !
(though if you really think it was not you, you can say who the driver was OR ask for the photograph).
