What injuries qualify to hire a personal injury lawyer?

That depends on the lawyer and what happened to you. If it's someone with no money and no insurance, a lawyer is less likely to take a case. If the injuries are fairly minor and you only saw a doctor once or twice, less likely to take a case.

In other words, the injuries have to be severe enough for a recovery amount that justifies the lawyers time. What that is depends on the lawyer. You can call a PI attorneys office (or several) and see if your case is good enough.

What they look for is how much damage was done to a vehicle if there was one, if liability (fault) is clear, if there's money to be had, if you had enough treatment to imply that you had some real injury.

Soft tissue injuries (sprain, strains) are the most common.
