If some one buys several items under $500 over several months and knows they were stolen since the beginning. What does the state law say or even the federal law say about it?

For each offense, a fine up to $500, up to one year in jail, and up to two years of probation.

theft 4 by receiving stolen goods (if the sum of the goods are over $1000 "together" they don't treat it as a one by one thing), its a felony not a state matter don't get caught, and if you do then deny you knew it was stolen because how can they prove you knew it was stolen really, just make a good story.
