What leash laws does North Carolina have?

My husband and I live in an apartment complex off-post of Fort Bragg. Our neighbor has two dogs, one small and one large, that she allows to run loose on the grounds and in the area. My husband has been shown territorial behavior by both dogs in front of our own apartment, who growl and chase him. Our landlord doesn't care and the woman just thinks its cute. If one of these dogs attacks my husband, will she be liable? All I can find out is that dogs are allowed to run loose at night with an owner present, but that isn't the case, this is during both night and day and on shared property.

Any leash laws at the STATE level don't matter. The LOCAL laws are what matter.

If either dog attacks anyone, leash laws don't matter. The owner is liable for unless they can prove the dog was acting in self defense. Unless your husband attacks the dog, the dogs owner would be liable even if the dog was locked in a cage.
