Failing to provide for one's family is neglectful and fundamentally wrong. What would be the dilemma and the implications of such a crime on the individual, the family, the community, and society?

I think at least partially the delemma is how we balance our societal "duty" to ensure we don't go hungry with an individual's responsibility to provide for their family.
