Which type of legal system is this?

Which type of legal system is this: An action is only against the law if it directly harms someone else.

For example, there would be no law against the use or sale of drugs because you're only harming yourself by using the drugs and the dealer isn't responsible because by buying the drugs you are acknowledging the dangers associated with it.

In its most pure form, there would be no traffic violations, drug laws, zoning laws, etc.

Does this legal system exist and if it does, what is its name? Also, are there any books that go into an extensive analysis of the pro and cons associated with this type of legal system (considering, of course, it exists)?
