Anyone can name their child that name. They cannot go into show business using it as the Blue Ivy Carter's show or CD what ever. Obviously you can suspect they do use drugs

Beyonce and Jay Z are protecting her name from anyone who might try to use it for business, since it's already a famous name.

B and JZ might have some business ventures in mind themselves, using their daughter's name. Beyonce already has a clothing line for women. She might be planning to have a line of children's clothes named "Blue Ivy."

Also, if Blue Ivy goes into show business, no one else can use the name.

People can use the name for their children, they just can't use it for making money.
