Why did the Supreme Court strike down all of California's 1994 Immigration law but allow Alabama's?

They are basically the same law.

The Supreme Court hasn't tried either law. The California Supreme Court ruled on that law, with their governor refusing to fight for it in the Supreme Court as he was against the law. Alabama's was not tried at all.
