Why hasn't the United States extend its' Visa Waiver Program to Hong Kong?

The Hong Kong Special Administrative Region is SAR region of the People's Republic of China. Under the Basic Law of Hong Kong, created by the Sino-British Joint Declaration of 1984, signed by Margret Thatcher and Zhao Ziyang , Hong Kong's quality of life will remain unchanged for 50 years. Hong Kong was handed over to the P.R.C China on July 1,1997 from the United Kingdom. Hong Kong continues to be one of the world's busiest ports, has numerous skyscraper projects, and more. Prosperity in Hong Kong continues to succeed.

Hong Kong Permanent Residents have their own passports, separate from the passports issued by the People's Republic of China. Hong Kong Residents have their Hong Kong Identity Cards and Hong Kong SAR Passport.

Immigration and Customs are enforced at the border between Mainland China and Hong Kong. You are required to go through Immigration and Customs when going from China to Hong Kong or Hong Kong to China, or Hong Kong to Macau.

Numerous countries accept Hong Kong residents without visa requirements.
- United Kingdom
- Canada
- Australia
- Japan
- South Korea
- Russia
- European Union (Schengen Area)
- Ireland
- Israel
- British Virgin Islands

Hong Kong has its' own Postal System and Currency and Stock Exchange, separate from China.

Hong Kong strictly enforces its' borders, including China.

Hong Kong Residents rarely overstay their visas.

*Why won't the United States consider Hong Kong to its' Visa Free Wavier Program?
*Why I ask? - I have family from Hong Kong who really want to come visit us!

They don't meet the requirements. From the State Department:

To be admitted to the Visa Waiver Program, a country must meet various security and other requirements, such as enhanced law enforcement and security-related data sharing with the United States and timely reporting of both blank and issued lost and stolen passports. VWP members are also required to maintain high counterterrorism, law enforcement, border control, and document security standards.

In addition, designation as a VWP country is at the discretion of the United States government. Meeting the objective requirements of the VWP does not guarantee a successful candidacy for VWP membership.

The reason so many of those countries do not require a visa is that they are linked or where linked to the UK JUST like Hong Kong was............

Out of interest can the average American just wander in with no visa?? also along the same lines I thought that a brit needed a visa to get into Hong Kong even though they have no need for a visa for the UK???

All they have to do is apply for a visa....failing that of course YOU can go there and visit YOUR family.
