Heh. An oldie but a goodie. The reason was that men would polish their patent leather shoes to a very high shine and then use them to peek up women's dresses while dancing with them (or just in passing if the opportunity presented itself). Polished correctly, patent leather shoes are like mirrors.
I'd seriously doubt that this "law" is still enforced or that anyone in law enforcement even knows of it.
