Windows desktop background blue, even though settings say its a picture?

Recently, my computer was extremely... compromised. We almost had to get an entirely new hard drive, but thankfully didn't... however it was cleared in the process of fixing it. There are no apparent viruses, but my desktop background is blue... when I right click, click properties, desktop, and change the background (to one of the preset pictures, or one of my own), it says it's been set as that, but it stays that blue color. Is it some setting or driver I'm missing? I had to reinstall a lot of drivers and I'm almost positive I didn't get them all. Sometimes when I shut my computer down, that one point where all the icons kind of disappear for a split second and then the shutting down screen comes up, it'll show the picture that's supposed to be there. But otherwise, it just stays blue. Heeeelp.

The only info. i can suggest would be to take your OS installation disc and use it to repair the possibly damaged OS (their should be an option to -repair-)
Also you can re-install the OS though I'm unsure if that could lead to you losing your data, so i would also reccomend backing it up somewhere if you decide to take that route.

Windows does that when the picture is too big.
