After reading that I conclude that it's up to the landlord to qualify you as low income so he can get the tax credit.
If he fails to qualify you he loses the credit.
That has nothing to do with your lease. Once you are in, you are in.
And, as long as you gave the info and signed the form, you are correct that unless you quit paying rent or become a legitimate "problem" your lease stands.
Here's your homework assignment.
Read the Arizona Residential Landlord Tenant Act and save a copy to your computer or print it out.

Just because you are low income doesn't mean you shouldn't be aware of your rights and obligations as a tenant.
