Air conditioner maintenance law for rental property?

My tenant called me saying that the air conditioner never turn off, so I went to check and when I raised the thermostat temperature it did turn off.
Now she is keep calling me saying that I need to give maintenance to it (cost about 55-70 $), because she believe that she is paying too much in electric bill. Last time that it had maintenance was less than 2 years ago.
I believe that it's working fine, is it true that am I obliged to pay each year for air conditioner maintenance??
This is a bad tenant, she pays the rent every month late, last month payed almost 20 days late.
I told the tenant that I can call somebody to make check the air conditioner, but that if nothing is wrong she needs to pay the call and she say that she don't want spend any money in it.
I don't feel that I am bad landlord, I have another house, on 4th of July this other tenant called me early on the mornig. I brought to him an air conditioner unit for each room, and the day later I made repair the central air conditioner, only I don't want to pay for something that works good.

Maintenance should be performed every year. The lease should specify who pays for the maintenance. Have the maintenance done since that is cheaper then replacing the unit that dies due to lack of maintenance

normally there are no laws about A/C units
as they are not necessities like heat water sewage.

Do pay for an A/C check when u have that explain
the electric bill is control by the nuts in the thermostat.

she has nothing to complain about.
as for late payment your contract should have explained
when she would have been evicted for late pays.

if she is on month 2 month , give her written '30 days to vacate'
if on lease keep smiling till time to cancel lease.

You do not need to perform unnecessary maintenance to your AC unit just because this tenant wants it performed. It sounds to me as if she is looking for excuses to justify her late rent payments.

If she wants to pay less in electricity, she simply needs to learn to live with an indoor temperature higher than she has the thermostat set.
