Am 17 and a half and i got a speeding ticket can i still get my license even if i havent paid it yet?

No. It will show up and they will not give you your license until you pay the ticket.

Nope. You have to pay off any fines first. You might not be able to get your license until you're 18, now, because of the speeding ticket, whether you pay it off or not. A lot of states won't allow a minor to get a license if s/he gets any tickets. If your state is one of them, then you'll have to wait til you're 18. And you'll still have to pay your ticket first.
