YES, you can open a SAVINGS account by yourself. If you change your mind and sue the bank to get your money back, they will give it to you, without hesitation because they will give you your money whenever you ask, anyway. It is your cash. << That is more for those who say you cannot.
You cannot open a checking account, because a check is a legal contract to pay someone, and you cannot be held to that contract (being under 18).
