1. TX, like all other states, has a government run child support agency that handles establishing and collecting child support for free. You can probably find it from your local court's website.
2. Contact the local county bar association to see if they have a referral service. And, if they have a low fee or pro bono panel. If they have such, they will have income qualifications.
3. Judges take the safety of the children as a high priority. If you can show that the father is dangerous, or has threatened to take the children, then the court has the authority to limit or restrict visits, or even deny them altogether. However, in order to present the case in a manner that will be effective you will need an attorney.
