Anyone know about small claims court in Florida?

I know it depends on the state so please don't answer this way. I ask to please help me with this FL Small Claims because I've been trying to find out I even asked the consumer rights division and they just lead me to consultation from a lawyer which I have no where near the money to pay for or they tell me they are not permitted to give legal advice. I am trying to file a case for a refund dealing with a business where I purchased a product located in North Dakota. Me and the business have been contacting each other purely through email. This includes conversations, purchases, a log that shows I paid them via PayPal. I have already informed the ND Attorney Office that this is what I am trying to do and they agreed to mail me a full copy of my complaint to use in court. I also have a complaint on file with the BBB. But is it even possible to have a small claims case where I live rather than me going to ND because it's a huge inconvenience for me and I'm the victim here, I got screwed over for nearly $1000 on a faulty product and I just want my money back and not deal with them anymore. Keep in mind I have not signed with them any contract or terms of agreement with this product. I just simply bought it and they are saying no refunds, just fix and return (which I have already 3 times and it's costing me shipping money and it's still faulty)

My guess is that Florida has no jurisdiction over this because the company can likely prove that they do not meet the "minimum contacts" requirement with the state. You may be stuck in ND which I know isn't what you want to hear. As I don't live in either state, I'm simply making an educated guess. Perhaps your local legal aid or bar association might be able to help you for little or no money.
