Apartment tenant drama!!!!!!please help?

my neighbor has has bad live in guest for about 3 months now in her one bedroom apt! its a rather small building only 20 units, so everybody's door is close to the next. these guess have been writing grafitti on the grill and they smoke so much weed everyday that it reekes strongly in the building and the smell comes right into evryones home with or without their door open. they even have a small boy in there who must be getting a contact from the smoke. Altogether 5 five of them allegelly live there but only two are on the least im not a smoker and the smell is sicking to my stomach when i smell it! to add to it they always have strange traffic going in an out.i deserve to come home to fresh air and not weeded air. i also deserve to feel safe. so i tried to take the angle of complaining to the building managers(but nothing seems to be getting done)..honestly i don't think that the authority running the building cares enough to take control of this situation...but i do and want to do something about it! so is there a apartment leasing law that limits the time that guess are allowed to stay in the building, unless they are a contracted resident. and is it enough for the police to enter there premises because of the weed smell? personally the guy and the girl look and act like fugitives...they nevr look u in the eye when u walk pass. it seems they are hiding something. im almost sure if the police ran a check the guy would have some warrents..please help me shut this down.thx

I would say call the police i had neighbors that did that too and when the police came they went to jail.

If they are smoking that much weed, call the cops.

The people runnign the building have no obligation to do anything.
