Bad apartment complex. What are the rights of a tenant?

I don't know what he can do but a friend of mine is having issues with his apartment complex. It has been flooded 4 times and the place has mold! The office is telling him there is nothing they can do and that there is no openings for another apartment. They wont fix much at all. They treat him like garbage. He lives in VA. Does anyone know the laws on this? I need advice for him he doesn't know what to do. Thanks for your help.

Are they not allowing him to move out? What is he expecting to happen?

More information is needed. Why has the apartment flooded ? What type of mold exists ? What does he expect from the complex ?

Is there anything that is hiding from you, why doesn't they willing to fix?
He need to inquire why they cannot solve it.
