For example I was stopped leaving a parking lot because the officer said I failed to yield turning onto the southbound road but there was no traffic allowed on that road due to construction and all oncoming traffic was directed by cones to the northbound side of the road about three hundred yards up and the only way for me to have cut him off was for him to cut sharply through the barriers onto the unpaved gravel. I know its hard to visualize the scenario but are police allowed to initiate close collisions then use that as a reason for making the stop?

No. But just because there is construction doesn' t mean you get to ignore the laws.
