On one side of the coin, you have a LARGE population base. On the other, we're crying for "efficiency" and "neo liberal reforms" which envisions profit making as the sole motivator to a firm's operations. Given these ground realities, AND A DEVELOPING ECONOMY like India's- how can you expect instances of child labour to simply vanish just because a law is enacted? Thanks to HORRIBLE income distribution mechanism in India, many parents are too poor to afford school. And studying up to 12th is quite a bit of investment and isin't really sufficient to etch out a professional style living in India. You need at least a basic UG degree to get a respectable job the academic route. And the parents who send kids to work are themselves too poor to eat. Why the f--k else would any semi sane parent subject their own bloody children to blue collar labour under hazardous & harsh work conditions?
