As long as corruption is treated as very normal from top to bottom and the frauds in political ciercles is beyond human perception, I won't blamce govt. servants for their 'income' based performance. They are intelligent and hard working. Their housing, education of children and comforts(medical facilities,etc)should be taken care of by Govt. before eliminating malpractices.
