California Legal Procedure

My dad was hospitilized in Oct. 20, 2006 for salmonella for 7 days.  Assessments were completed, including a CT scan.  He went in again on Nov. 2, 2006 for 2 days from D Diff from the antibiotic he was provided for the salmonella.  Went back in on Nov. 7, 2006 for 7 days since fresh antibiotic didn't work.  Lastly, all was well.  In Mar. 2007 he began having lower back discomfort, weakness, weight reduction, etc.  and was likely to his main Doctor regular attempting to determine what was wrong.  Very first time document stated ripped muscle, 2nd journey perhaps damaged rib, etc.  I was with him on each visit.  Lastly visited Im at same hospital he was in on Apr. 21, 2007, and ER doctor told us he'd a mass on his right kidney.  He was again hospitilized for 3 months and died on May 16, 2007 RCC.  Among the doctors introduced to treatment for dad told us the 5 cm mass was therein Oct. 06 and the elimination must have been eliminated then.   We've about 8,000 pages of documents from Oct. 06 through May 07 from hospital and all doctors practices and not one phrase is stated about this mass Till Apr. 07.  We've filed case and I've filed a complaint with the DOH.  I've lately discovered that Florida is among the leading claims that doesn't consider disciplinary action because it should.  Our complaint is certainly going through the procedure and has been examined by the Justice Services Product for authorized review.  If California remains trueto numbers, and slaps these physicians about the fingers, what will be the next thing?  Charm?  Can there be a another division to report a problem?  ... May be the procedure?  The physicians aren't likely to escape with this specific! Thanks for the help.
