Can a tenant evict another non-tenant who has taken up residency?

I'm currently one of the people on the lease for my house that we are renting. About a year ago one of my tenants had taken up residency (is was in my garage, but it still counts). Throughout the year they have never once paid rent, they have trash everywhere, we even had tickets for the junk they have left laying around which my other tenant had to pay for. They won't leave willing. So is it possible for a tenant to get an eviction on another tenant? And how long will the process take?

Just put their stuff outside and change the locks.

Whoever owns the property needs to give them an eviction notice following the county or state law. Then if they aren't out the owner of the property can call the police to oust them.
