Can a thirteen year old work in a flower shop in Virginia without a work permit?

Hi, I've been reading about the Child Labor Laws of Virginia. It says that twelve and thirteen year old don't need permits to work on farms or gardens and such. Does this apply to flower shops as well? And is it possible for a thirteen year old to get a work permit?

No, their Insurance won't cover you, you have to be 16 unless you have a workers permit.
