Can a vehicle pass another vehicle on a bike lane.?

What are the laws for Illinois inregards to my question?

My husband was given the right-away from on coming traffic before making a left turn into the alley; on a 2way street. Out of no where a vehicle speeds up driving on the bike lane from the opposite end, and hit my husbands' vehicle. The police said that my husband was in the wrong because he shoud have yielded.But he was already given the right-away. I was taught that the thick white, and yellow paved lines are for no passing. Why make a law and lanes for bikes if we can justify them. can someone give me advice on what to do, and tell him. His job depends on the decision of the law only if he can beat it.

My understanding is that you cannot use the bike lanes for passing. They are either shoulder lanes or used just for bikes.

bike lanes are for bikes so if there a car in it then they illegal
solid white line illegal to cross
