Can an American sex offender travel to another country where their offense is not illegal in that country?

My husband has a class A misdemeanor sex offense crime. We started dating when I was 16. He must register as a sex offender for another 6 years. We have looked into relief from sex offender registration, but he does not qualify.

From our research Canada has the hardest laws. However in section 19 of the immigration act states that they only deny entry if your conviction is illegal in their country, otherwise they ignore it. In most countries 16 is the legal age of consent.

I contacted the Canadian and Japanese embassy in Washington DC and they were of no help. The Canadian Representative said, just go and if they deny entry you didn't go to far! The Japanese Representative spoke broken English and I think said its all on their website. I could not find it.

We wish to travel, will he be denied entry? And how do i double check?

Is your husband allowed to leave the country? If so he shouldn't have any problems going to Canada. US citizens don't need a visa, just a passport and there shouldn't be any questions about his criminal record. For the most part you just show your passport and walk through.
I highly doubt that it will come up or that they can find out that he has a record. However technically he may be inadmissible. To be on the safe side if you are worried he can apply to be considered rehabilitated. Here is info on how to do that: http://www.cic.gc.ca/english/information/applications/guides/5312E.asp

If it was me though I would just go. I don't think he would have any problems. I know of several people with records who have traveled to Canada. To be on the safe side you may want to bring a print out of his record, showing the charges, as well as a print out of section 19 to show that his crime would not be a crime in Canada.

Denied entry to where? Are you trying to ask for the immigration requirements of every nation in the world? Good luck with that.

why would you go out and marry a sex offender? If you had kids he'll probably end up doing more time.

There's no way of knowing w/o which countries you are planning to travel to. If the answer is Canada, the rep was correct: The only way you'll know if you are going to be denied entry is go to an entry point to Canada and then be denied entry. Japan's laws are many and varied , making it likely that you'd have to contact the US Embassy in Tokyo and ask them.

Honestly, I would suggest two things:

1) Contacting a qualified immigration attorney (or a criminal defense attorney w/ foreign experience) and asking them for a consultation.

2) Until your boyfriend gets off the sex offender registry, that you delay any travel plans that you might have.
