Can i argue in district civil court, tamilnadu without appointing a lawyer.?

A mobile service provider is going to file a petition against me for non payment of due. I have not paid the due since i found some wrong statements in my bill. They refused to accept that they have made some mistake on that which they billed upnormally. I can prove that they have billed wrongly. If they will take legal action means can i appear and argue by myself without appointing a lawyer or whether the court will appoint a lawyer for me at free of cost?
Can i file a complaint in consumer court?Please clarify.

Yes you can. That's withing your right. There are no appointed defense lawyers in civil court.

But how successful you are will depend on how clear you can make your point. Some people have successfully represented themselves in civil court but not everyone has the necessary skills to successfully argue their case.

Note: if you go to court by yourself, do use the word "upnormally" since that's wrong.

Can you file a complaint in consumer court? Yes you can and in fact that's better than just waiting for the mobile company to make the first move. Also file a complaints in the the Federal Trade Commission, and the Federal Communications Commission.

You need to either represent yourself or hire a lawyer.

The right to representation does not apply to civil lawsuits, only criminal cases. You cannot get a court appointed attorney for a case like this.
