Someone or some group is often shooting slander and/or libel (defamation of character) and offensive abusive comments to me, in a public internet forum which is a Question & Answer site. It defames my character and can't be tolerated. It has been going for quite a long time.
I know the person name and location, not exact location but City, State etc.
The site admin, management and customer support can't stop it. As that person returns with a new alias via a proxy internet server (new ip addrses) everytime after his ban from that forum.
The site doesn't have enough manpower or resources to track/trace him..
So can I sue him or his group from another country?
How do I do it? Please tell in steps/ details about the lawsuit process.

What court do you think you could sue him/them in? Your biggest hurdle is the very anonymity of the internet You can be anyone you want to be. How can you be 100% positive the name you have is correct? Again, you have the problem of jurisdiction. Are you prepared to go to his country to file in their courts, or pay to have him/them brought to the US for trial? Block them or change your identity and IP address.
