Can my landlord deny acceptance of a payment?

Because the landlord does NOT want to participate in a government program nor does it want tenants that do. You cannot force him. So start packing
He's allowed to not accept full payment.

He can do that if he chooses. He wants you gone.

i think its his choice unless your lease states different (doubt that it does)
