Can Rental Application Request A Social Security #, Checking And Savings Account #s, And Specific Credit Card #s?

I was reading through an application to rent an apartment and was surprised at the information requested. A social security number was requested as well as my checking and savings account numbers along with the bank and routing number. Also on the application was a section to list specific credit card numbers along with a request for the balance for each card and average monthly payments. There was also a section asking for my driver's license number as well as any information on my car(license plate, make and model). At the bottom of the application was a paragraph stating that all the information provided was not privileged and could be released to clients of the property management. I requested an official form as this seemed suspicious. But what information exactly can/cannot a rental application ask?
