Can someone explain this to me please, I don't understand it the way it's written?

I filed a petition to lower my property taxes, I never got an invitation to show to a hearing, and I got this email today, what does it mean?

The Tribunal is a tax court and not a regulatory agency or a Board of Review. In that regard, you had a hearing with a Tribunal Hearing Referee on July 19, 2012. The Referee has not yet submitted her Proposed Opinion and Judgment for issuance. In that regard, the Referee has 30 days within which to prepare and submit her Proposed Opinion and Judgment. Once the Proposed Opinion and Judgment has been submitted, entered and mailed to the parties, you have the right to file exceptions to the Proposed Opinion and Judgment, as indicated on the last page of the Proposed Opinion and Judgment. See also MCL 205.762.
