Can the actions of states be considered terrorism?

I have decided in my opinion No to this question.
This is for an in class essay and im looking for some examples to research for this. I need to take notes and have atleast one secondary and one primary source. Please give me some examples of where actions by states (this being the country or the government against the country or other countries) can be thought of terrorism but hasnt really been acts of terrorism.

Anyrhing which hurts people outside the army through bombs and terror (Strange that) is terrorism.

The bombing of Libya which killed thousands of innocent people and the murder of Gaddafi for no reason was a good example of action of the state be considered TERRORISM. However the UN were on the side of those TERRORIST. So justice was denied for LIBYAN people.

Qualified definitions would say Yes.
But although Countries use Terror as a Weapon,in common usage,we tend to mean,non-Governmental Terror.
Government backed terror,might in reality ,be defined as "acts of War ".

Syria's actions in indiscriminately bombarding its own civilian populations can be said to amount to state sponsored terrorism
