I am not quite sure of how to do this, but I have an idea.

This only applies to people over the age of 18 and are getting/have their learners permit.

There are people who are 18 and for some reason have only gotten their learners permit. The problem with this is that they are not allowed to drive alone meaning that they are not able to drive to school/work(because of the distance). I am proposing a way to allow these people to still get jobs/go to school.

They should:
be 18+
have no criminal record(debate able)
Have not had a previous permit revoked/canceled
Have passed the required driving school
Have their school/manager sign to show the times in which they would be driving alone

The state could charge a fee to get such a permit. The person would only be allowed to be alone when driving to/from school/work.

Any comments?
Suggestions?
