City Made Me go To One Water Meter For Rental Property?

City Made Me Go TO One Meter For Rental Property?
I had two meters on this property and one was not separate but was tied into one line. This is a duplex. After 40 years of it being this way the City made me cap off one meter and now they want me to do the billing. I have never been good at Math & I don't want argument on tenants complaining about a high water bill & have them call me about it. Do I have to have the water put in my name or can I just continue to let the City do the billing? I live in Texas.

(No, you can not put in two meters because you would have to tear out the drive way and the walls in both duplex units)
