Consumer rights issue.. please help?

I want to know the info behind the sign that businesss have: "The Right to refuse service to anyone" ,
what are the specific requirements for this law to apply? im sure they need to have a good reason, but where does does the law break down on what the criteria of reasons are? i cannot find it online. if any consumer rights attorneys can please inform me, i will appreciate it.
