Divorce in New Jersey - my husband wants to move back to his home country, how should I file?

I am in the process of seeking information on how to obtain divorce from my husband. We have both agreed on it, we do not have any children or own properties.
My husband is not a US Citizen, we met abroad in 2006. We had a long distance relationship for 4 years, and decided to get engaged. In 2010 he came to America with the K-1 (fiance) visa sponsored by me. We got married shortly after. We have been married for 2 years now, however in the last 6 months we have realized that unfortunately our marriage is no longer working since we have big differences culturally as well as in our educational level.
He has decided that the best thing for him is to return to his country, he has also voluntarily decided to give up his green card. My question is, would it be better to file for divorce before he leaves or could I do it while is it back in his country? Is there a time frame I have to wait before filing or can I do it right away?

You can file when you wish.
Do it now, besides if he is leaving find your self lucky, you will not be responsible for any debts incurred by him.
