You would need to check with the New York City Plans and Permit department as to what would be required and if a permit would be required.
If you plan to establish a kitchen by moving gas or electrical lines then, normally you would need a permit. You would need a licensed plumber or electrician that is approved by the city of New York to perform electrical or plumbing as well as obtain the permits prior to starting the work. The Permit and Planning department would inspect the property before, during and after the work is done. Once the work is completed you would be issued a final clearance or an occupancy certificate whichever is issued in New York.
It appears as if you are establishing a new kitchen therefore you would want to check with the Permit and Planning Department to be on the safe side.
You might be better served to contact a local plumber or electrician, in most cases they are able to tell you if you would need a permit for what you would be attempting. They would also obtain the permits on your behalf.
If all you plan to do is establish a playroom or a den like room you might not need any type permit, for simple electrical or plumbing then you might not need a permit or even speak with the Planning and Permit Department.
