Do I still have the right to protest to open a claim for my knee injury?

I went to see my doctor for my knee pain that I had when I was squatting at work. My doctor filled out the injury report form and sent it to Labor and Industries. In that injury report from, my doctor answered "Possibly (less than 50%)" for the question "Is this condition due to a injury?" My claim manager rejected the claim. I had only one visit which is paid by workers compensation. Usually , the first visit is paid by them. But, even though my doctor answer "Possibly (less than 50%) under the question "Is this condition due to a injury?", he still gave me a job restrictions to follow at work. Does he mean this is not a work injury? If he says possibly (less than 50%) for that question, does that mean I can't protest to open a claim to see a doctor for my knee pain. My doctor told me to see a physical therapist for 6 weeks and gave me a job restrictions for that first visit that I had with the doctor. Since my claim manager didn't even accept my claim, Shall I protest to open a claim and then see the physical therapist. My doctor also said I don't have any pre-existing condition. Does my doctor has to say possibly (more than 50%) for me to open a workers compensation claim?
