when the persons named in the warrant are arrested or recorded as deceased

and skipping out on a warrant does not work

the statute of limitations timer is stopped when you skip out or move beyond the reach of the law enforcement branch with Jurisdiction over the criminal offence

it restarts as soon as you come back within their reach

there was a case some time ago involving a draft dodger who fled to Canada and decided to return home he was arrested and charged 30 years or so after skipping the country
