Do you need an Indiana state ID to work in Indiana?

Asking this for my brother. He recently moved to Indiana and got a job. At orientation, though, they wouldn't accept his Minnesota ID and said he needed to get an Indiana state ID in order to work there per Indiana law.

The catch-22 is that in order to get the Indiana state ID he needs to provide two documents of residency, but he doesn't have any bills in his name (he lives with family). He can't get bills in his name unless he works.

Is the employer right or do they just not understand the law? This is the first time I've ever heard of such a law in any state. Thanks in advance.

it is not a state law, it is a federal law.

he must provide two forms of identification OR a valid US Passport

He needs a drivers license and a social security card.
