Do you think this guy is bad news. He i dont know what his actions mean? Is he interested?

I was sitting in my class and The teacher said he'd give us a moment to get to know the people we were sitting beside, and he joked and said maybe you can ask them to be your date for the play coming up.

So me & this guy beside me were talking and we asked each other names, etc.
Then he asked me, "so you going with anyone to the play?" His tone implied he was joking about the teachers joke)
I paused cause it i was thinking who i would ask.  i didnt think he was asking me out! 
finally i said "no one yet"
Then he immediately said "i wasnt asking you out" 
I was not expecting that and i was confused and just said "oh" and chuckled, it felt embarrassing
We didnt say anything else.

What do you make of this?

A few weeks after this i was walking to my seat (like sliding past people like movie theater seating) and HE NEVER USUALLY LOOKS at me but this time he looked over at me (as i was moving to my seat) and then looked down at my breasts. He said something to the guy beside him who nodded yes and was also staring at me. What is up with that? He never did that before, and we very rarely talk to each other its usually just "hi how are you?"
