"It's Section 2531 of the bill -- to be precise Section 2531(4)b -- and it provides as follows:

The new health bill will empower the Secretary of Health and Human Services to make grants to states that reform their medical malpractice systems. THERE ARE JUST TWO CONDITIONS: Those reforms must NOT "limit attorneys' fees or impose caps on damages."

TRANSLATION: We Will give you money for your health programs ONLY IF your tort reform law contains NO TORT REFORM

don't think Obama has that thinking. we saw that product recalls has been raging in the headlines in the previous years and Pres. Obama think of a way to alleviate this kind of problem. he saw that the healthcare industry in canada and Uk are far off ahead of the US. well lets look at the other angle of the story, we know that filing a lawsuit over a large company is a difficult thing. Obama sees this kind of problem so passed a bill concerning lawyers. but there are many lawyers who wont charge you a penny unless the claim has been in victory. I know we couldn't understand or its hard for us to understand some aspect of the story, but the point is, there is always a way to resolve the issue.
