No, the United States Coast Guard Academy does not offer a degree in Criminal Justice. USCGA only has eight majors, of which Criminal Justice isn't one. See the 8 USCGA majors here:

If you join and serve at least three years on active duty, you earn the Post 9-11 GI Bill, which provides money to put towards a civilian school of your choosing and a degree of your choosing, generally after you leave the service.

The Coast Guard also pays tuition assistance in the amount of $4500/yr for part-time work on a degree while actively serving, which generally means online or at night. Doing this does not impact your GI Bill (you still get that too).
