Don't Federal Laws encouraging electric bicycle Laws "trump" Maine laws restricting them?

In Maine, going 25 with an injury on a bike that weighs no more than one without a "helper" electric motor of 1 hp. or less as is allowed ~ fed. laws declare these "legally bicycles", seems to be illegal.

I was twice kneecapped in Maine by the various conservative gangs, who sell d ope and m ake p orn at Taxpayers expence using the "Occupation Exchange Program" for the "disabled", etc.

Getting a doctor to doccument against a mob...not done.

Isn't the "case law" and Statute situation in Maine encouraging such organized criminal domination of our cities? Who can compete as a cripple?

Don't these laws also descriminate against disabled persons, who like me could use a bit of help, getting around? I wouldn't want electric assist if I could ride like I could as a kid. I used to ride 70 miles a day several times a week. Then I worked for Maine and got shot, and dumped on. Age, Political, Ethnic, and Disability descrimination, in one neat "stupid" insistance by ego-centric as ses.
