Encountered some problem while writing a short story?

So, I've been writing a science fiction (if you can call it like that) short story for a while. Here's a plot summary:

Near future. Lithuania is being occupied by unnamed country. Shortly, just after few years, usurpers (the New Government, also "Citizens") created so called urban Zones and moved all ex-citizens (now marking them as "Locals) to them by force. The story is plotted 17 years after the invasion. The main character is Tadas, a worker in one of these Zones in Vilnius. Soon everything in Zone starts changing, since the new Commandant (the high-ranked Citizen, responsible for all the order in the Zone) is being assigned. Soon Tadas' best friend is being killed by Local Police (law-enforcement units, made mostly of Locals loyal to Citizen's Government and Commandant) because he had a library of illegal books. Soon, his workplace boss follows, which is being executed just because he "over-payed" his workers. The last straw is the new boss of workplace, which is low-class Citizen. He rapes one worker - a young girl. This makes Tadas to assault and nearly kill him just after the act, killing couple of Policemen before that.

Now, there's a big plot hole here.

Everything ends with riots and uprise. The oppressed Locals defeats Commandant and rises a Lithuanian flag on Commandant's Palace. This Zone becomes the first ones in whole oppressed country to stand against the usurpers. However, it is revealed that soon the uprising is being stopped with usurper's forces marching into the Zone and executing every rioter. However, their legacy spreads, telling that everyone can stand against their oppressor and fight for freedom and stuff.

That's a very rough summary. I've wrote a bigger one before, but I've failed to publish a question...
So... anyone has any ideas what can happen in middle (the plot hole)? I've been writing and scrapping ideas one after another and it gave no results. I'm not asking to write the whole stuff, just give a random ideas: how did the revolt started (how did Tadas dragged everyone to his side, since all Locals of this Zone have been negative to any actions against this "Government") etc etc. I have beginning, I have ending in the head, but there's a problem with a middle.

I guess it needs the same thing every story like that has and that is romance with the girl who helps him, of course ... otherwise it is dull???
